.NET Interface installers

Can the .NET interface installer be altered such that you do not need to uninstall the current files first. Maybe run a update/change in-place of the current installation?

From 13.0 onwards there's no need to uninstall the existing .Net interface files, although a reboot after having installed the new ones is still neccessary.
