V 15.0 help: KeyPress, missing text?

After "sum of the following numbers :" I get the sense there should be something like:

2⊥Shift Ctrl Alt

or somesuch. Am I on the right track?

I guess you're on the right track although it would most probably be
      2⊥Alt Ctrl Shift
if the example is to be believed where Ctrl+Shift gives 3 but given the order quoted I suspect Dyalog are more than likely going for the layman's solution of
      sum of the following numbers: Shift=1; Ctrl=2; Alt=4
because they suspect readers wouldn't understand decode. If I remember rightly there are other examples - ⎕WX maybe ...

The missing table is now in the documentation (for 15.0) and the help pages updated.

We could assume that if a new shift state was defined by the operating system that its value would be 8, but years of painful experience has taught us that that is a very dangerous assumption to make ..
