Accessible APL (?)

Sam Im, an IBM alum, APLer, and friend, is quadriplegic. I am interested in building a voice-based text editor so that Sam can write and run APL scripts. Any suggestions welcome.

I know there are several add-ons for GNU Emacs that add voice commands. You could then use it to edit Unicode text-files with APL-code and load them into Dyalog.

Emacs is very programmable which probably is why most voice programming toolkits I've seen use it. You could potentially hook up something similar written in APL to Dyalog, but that would probably be quite a bit of work, and I'm not sure all commands in the Dyalog IDE are accessible via APL.

I have no idea how well input of Unicode characters works with this.

If he ends up using Emacs I have the beginning of a dyalog-mode that I use, it supports some syntax higlighting and not much more.
